OOC stands for "out of character". It is when your character is being you, or you are talking through your character, rather than your character being him- or herself. If you are on the game to complain about your job or boast about your darling children, this is clearly OOC.

Roleplayers prefer to stay IC at least some of the time. If you encounter people roleplaying, please do not impinge on their sense of immersion by speaking or acting egregiously OOC. This is simple courtesy.

"Help roleplaying" specifies: "The 'legendinfo' command and the OOC comm are provided for Out of Character communication. All other areas should be considered In Character." While this is clearly not entirely true in practice, it is something to keep in mind.
