[edit] Overall CSS improvement needed

I'm getting the portals sorted out, although there isn't much content in them right now. Not that people are looking here right now.
Anyways, I've been thinking of ways to make the site look "purdier", and a general CSS overhaul would be good. The nav bars make me want to puke, and I think we could step out of the confines of the Monobook skin. Did I say "could"? Oh, I meant should.
Anyways, as much as change "could" happen, only the content is currently adjustable.
Please fix?
